The Tawhidic Approach in Managementand Public Administration
This paper is a revised version of a thought-provoking paper presented at an IDB-sponsored Seminar on Islamic Management held in Malaysia in April 1987. The bibliography shows that the author has done a great deal of reading on the subject and the depth of thought is clear in the content of the article. The first part of the article looks specifically at the Malaysian situation and deals with the historical background, and some important aspects of public administration as practiced at present and their implications. This is followed by a discussion of what is described as the tawhidic paradigm regarding the nature of man, the nature of action and the nature of organization. The third part deals with the author’s model which he calls “Management by Shura” (mutual consultation) as it could be implemented in the Malaysian public administration.
