This journal has five articles focusing on learning organisation and the other four papers written on the theme, "Factors and Issues affecting ICT Usage". The first paper examines issues involve with transforming government agencies into learning organisations. The framework developed by MIT Organisational Centre was used as the instrument to build a learning organisation in INTAN. The next four articles were written by Malaysia public sector officers who are PhD candidates of the Graduate School of Global Information and Telecomunication Studies, Waseda University, Tokyo, Japan. All four writers focused thier research studies on the Malaysian environment, with papers written on the Information and Communication Technology (ICT) industry and its related effects on the public sector.
